I only want Down alarms to appear if both MASTER and SLAVE (fail-over) NODES are offline/unreachable/down.
Can this be done?

as for notifications, 'DOWN'-State Triggers should only react for proper Down sensors not partially down sensors. As for the alarms list in the PRTG webinterface, you could basically simply adjust the URL used, to
