I'm wondering what the difference is between being a group member and having that group as the primary. Are there permission or notification elements that require both or either values to be the same?

For the user experience it does not matter whether the group a user is member of is a primary group. However, the primary group concept makes sure that every new user is initially member of at least one group which is the primary group.
