The PRTG instance we are running has significantly slowed down, and it's chewing system resources, particularly RAM. Is there a rollback to version 13.1.1

a rollback is always tricky I'm afraid but possible. If you'd like to do a rollback, please get in contact with us via email to support@paeesler.com.
But actually it would be better to examine this more closely to find and fix the root cause for the slow down. We really rather prefer that, to get your PRTG to a satisfying experience again. So details on how much slower which pages in PRTG have become, about how many seconds or even minutes loading time we are talking here, and then also have a look at PRTGs system logs. It would be good though to handle this then via email as well.
